You not being able to download has nothing to do with your registration to this site. There are many ways to get help, such as the 'Q's and A's' Section / This will have most, if not all of your answers to your problems.

One you tried joining the server too fast too many times, you could have joined PhX using a mirc script other then the one you can obtain from here or, you could have just broke one of the rules. Please let us know what/when this happened by personal messaging Phoenix on here with your IP address that is banned and we can look into it and get this resolved. Thank you for your time.
